I have downloaded the datasets, but rbands_hi12_v2_qdeg_zmax1_Ts125_EBV2.0_localring_4.fits is not included.

you are right. instead use e.g.
whatever datases are provided in the download.

The most basic test is reltest01, try that first.

I tested reltest01. That is the error "Failed to open skymap "/home/zxh/Downloads/galprop/galprop_54_r2504/FITS/rbands_hi12_qdeg_zmax1.fits.gz"". This file is also not in the datasets. How can I set the skymap file when running galprop?

just edit the galdef file, this line (careful to leave the "=" in the same place!)

galdef_54_reltest01:HIR_filename = rbands_hi12_qdeg_zmax1.fits.gz

I have to check why the datasets are absent, since these early reltest files have been around for a long time and there was no problem reported.
