Post subject:  Webrun time steps

the timestep parameters are fixed, but in fact it should be possible to adjust them.
This is essential in the stochastic sources 'SNR' mode, since then the timestep has to be constant and small (like 1000 yrs);
the 'timestep reducing' mode will give wrong results in this case.
The default mode is only appropriate for the steady-state solution, and even there the option to adjust the steps to test the validity of the solution is important.
We should provide also a template parameter set for stochastic sources case.
